whether he should face mandatory indictm t indictment. an issue involving the relocation of the u.s. marine corps futenma air station in okinawa also had a negative impact on the hatoyama government. the former prime minister vowed to transfer the american base outside okinawa during last year's election campaign. but last may he reversed his position. hatoyama had essentially sided with japan's biggest ally, the united states. the two countries agreed to relocate part of futenma to u.s. camp schwab, also in okinawa. the agreement prompted the social democrats to quit the democratic party's coalition government. by this time the approval rating for hatoyama's cabinet had fallen to 21%. some democratic party members became nervous because japan's upper house election was just around the corner. hatoyama stepped down together with ozawa to help the dpj regain the public's trust. with hatoyama gone, naoto kan took over, become's japan's fifth leader in just four years. but he's the first one that doesn't come from a political family. kan tried to distance himself from ozawa to show the

've removed nearly 100,000 u.s. troops from iraq. we've closed or transferred to the iraqis hundreds of bases. and we have moved millions of pieces of equipment out of iraq. this completes a transition to iraqi responsibility for their own security. u.s. troops pulled out of iraq cities last summer. and iraqi forces have moved into the lead with considerable skill and commitment to their fellow citizens. even as iraq continues to suffer terrorist attacks, security incidents have been near the lowest on record since the war began. and iraqi forces have taken the fight to al qaeda. removing much of its leadership in iraqi-led operations. this year also saw iraq hold credible elections that drew a strong turnout. a caretaker administration is in place, as iraqis form a government based on the results of that election. tonight, i encourage iraq's leaders to move forward with a sense of urgency, to form an inclusive government that is just, representative and accountable to the iraqi people. and when that government is in place, there should be no doubt, the iraqi people will have a strong partner

evening to our viewers in the western u.s. tonight. president obama spoke on iraq a short time ago, we'll talk about that in a moment. first tonight, we have a very big hurricane making its way toward the united states. in this case, toward the east coast. the question is,where? and that's a big problem for a lot of emergency preparedness folks tonight. this storm has a potential 30 million americans in its path. we could see watches and warnings posted for a dozen or more states before it's over. we just don't know yet. and a ton of people have labor day weekend travel plans, beach plans, which could make for a very nasty combination along with hurricane earl. veteran hurricane specialist bryan norcross with us from the weather channel to start us off. bryan, i know there's a best case and a worst case scenario? >>> ron mott is standing by for us in kill devil hills, north carolina. the first watch was posted there on the outer banks, north carolina. interesting whether we're talking about best case or worst case scenario, just about every model has it doing something to the north car

, the local police chief here confirmed that the gunman was shot dead at 4:48 eastern and officers used lethal force to take him out. he confirmed that the suspect which we identified as james lee entered the building at approximately 1:00 eastern. he carried with him a vest, and also a gun. in addition, we learned a few minutes ago he had two boxes. and two back packs. police here are still work ing under the theory that the boxes and back packs still in the building behind me may contain explosives. we learned that negotiation process or a communication began with the gunman. it went on for a couple of hours and then around 4:00, things were not going well and the tension was ratcheting up. at this point, tactical officers had moved in to the ground forearea of the discover -- ground floor area of the discovery building and they were able to see the gunman james lee with a camera that was now in place. just before 4:48, the suspect pulled out the handgun and pointed it at the hostage. one of the hostages. it was at that point that the police here felt that the hostages were in imminent dange
